IPFX 2.0.0 was released to PyPI on October 28, 2024

**What’s Changed**

- Python 3.9/3.11 support, dropping Python 3.6 support, and moving to GitHub Actions
- Loosened a lot of dependencies pinned to old versions of libraries, `pynwb` loosened from `>=1.3.2,<2.0.0` to `pynwb==2.2.0`
